For your^nformation I have cooling towers located on the roof of my building and re-use the water. These, towers are kept in good condition and the only water used is that lost by evaporation. While I have not received a bill, I take it from your letter that I will be billed. Please take notice that I am protesting this charge and am sending a copy of this letter to the Public Service Commission, asking that a complete investigation be made. I am willing to co-operate in this investigation by allowing you to place a meter on the feed line to these towers to determine the amount of water I use. O' Carson City, Nevada.
