Campbell 11-23-53 We see no reason why It should be necessary to Invite the bids with the same formalities which are required of a public agency; that is, it should not be necessary to formally publish notice and to require the submission of sealed bids. The procedure could be informal and could be simply the submission of bids from three contractors who are satisfactory to the subdivider, Union Pacific and the District. This would appear to give reasonable protection to the taxpayers and the Board of Directors of the District. With respect to contracts of less than $2,000, under the provisions of the contract between Union Pacific and the District, no approval is required by the District.
