18 The terms of the franchise under which the Water Utility operates provide for free water to the City for fire fighting, fire drills, street sprinkling, sewer flushing, use in municipal buildings and grounds (exclusive of public parks) and one drinking fountain. As indicated, there is no charge to the City for water supplied through fire hydrants, and in turn the City stands the cost of installing such facilities, and while the Water Company maintains them, the City is billed such latter out-of-pocket costs. The item of Miscellaneous Operating Revenues consists of income other than that received from sales of water. A breakdown of the amount of Miscellaneous Operating Revenues for 1949 gives a general idea of the type of items making up this portion of income. In detail these were; Water service connections $1,740.00 Turn-ons 39.00 Penalties for overdue water bills 1,044.25 Profit on CA-10482, relocate water main in Las Vegas School Dist. 183.00 Profit on sale of pipe, W. 0 . 568 222.00 Installation of fire hydrants, W. 0. 540 Miscellaneous Total The year-to-year range as to variation in miscellaneous operating revenues is small, and the amount itself in recent years has remained below 2 per cent of total operating revenues. 2. Expenses Operating expenses for the years 1938 to 1949, inclusive, are likewise set forth in Table I.
