A Strong Nation Pays Its Blllsl H is t o r y pr o ve s that financing public spending by creating debt weakens the moral fiber of the people. They lose the courage to pay-as-we-go. When you insist on balanced budget operation of our federal government, you are supporting a return to the courageous and necessary policy on which a democratic America can be maintained. The figures elsewhere in this folder show where challengeable spending proposals may be cut to get a balanced federal budget this year. Two Proposals Congress has received two recommendations which will make a federal policy of balanced budgets easier to maintain. Senator Tydings (M d.) has submitted S. J. Res. 8, which proposes a “ pay-as-we- go” Constitutional amendment. By its terms, Congress would be restricted from appropriating funds during any fiscal year in excess of estimated revenues fo r such year— except by a three-fifths vote of each branch of Congress. The La Follette-Monroney Committee on the Organization o f Congress has proposed that Congress precede appropriation action each year with a recommendation for over-all appropriation and revenue figures. This would be done by the joint action of the revenue and appropriations committees o f both Houses. I f spending exceeded income, the Congress could then vote either to cut spending or create debt. Adoption of either proposal would give the Congress control o f debt creation and opportunity for continued balanced budget operation which it does not now have.
