In each instance, we satisfied ourselves th&t no water was used during the period claimed and that the vacancy allowances were properly granted. lou will note some of the adjustments in the October Form 26 were for previous months accruals, such as duplication of accruals under different service numbers for the same house, services previously shut off, cabins removed from property, etc. In explanation of the comparatively large number of vacancies, this is due chiefly to changed economic conditions in has Yegas. At the expiration of their labor contract in September, the members of the Building Trades union went on strike and construction was practically at a stand-still for about six weeks. During this time, a large number of carpenters and laborers went to Albuquerque and other places for employment, leaving considerable vacancies here la houses, cabins and courts.
