Julian Moore, 4. Howard Cannon, 5. Grant Sawyer, 6. Alan Bible, 7. unknown, possibly John Straza or Bill Morris... The men all wear suits and Alan Bible holds a shovel with a ribbon tied around it. The tractor where a man stands reads "Clark County State of Nevada: For Official Use Only" on the side.
