LAS VEGAS LAND & WATER COMPANY. rates....Electricity rates. August 23, 1920. Mr. J. Ross Clark, P r e s i d e n t . Dear Sir: Referring to Mr. Smith's personal letter to me of the hth inat., and Mr. Comstock’s letter to you of the 19th in re increase in water and electric rates of Las Yogas Land & Water Company: You will remember we had this matter up last year. As I understand it, the rates the Land Company is nos charging for both eleotricity and water are the maximum amounts allowed under the ordinances granting franchises. Furthermore, the earnings last year at the time we had the matter up were at least a fair r turn on the investment. Under these circumstances we decided it ’Sas impossible to ask for an increase. 1 would suggest you have a statement made up for the current year so that we can consider the matter further. While Commissions have in a few instances allowed increases of rates over the maximum fixed in franchises, they have only done so where there has been a very strong showing to the effect that under the rates allowed the companies are not making fair returns. Therefore, in ora r to go before the Commission of. Nevada for an increase of rates over those allowed by the franchises we would have to make a very strong oase.
