Water, San Bernardino... // I!v) Los Angeles, December 15, 1922. Mr. A. S.•Halsted Our conversation and your letter of November 28th, in regard to our dispute with the A. T. & S. F. Ry. Co., in regard to water supply at San Bernardino. There has been created what is known as the "Joint Facility Committee", which has just completed a check of joint facilities on some of the other units of the system, and which will undertake a similar check on our line shortly after the first of the-coming year. This committee will be made up of representatives of the Contract Attorney^ office and the Accounting Department and a representative of the Operating Department of the unit on which check is made, the purpose be­ing to ascertain whether the practices incident to operation on joint lines are in conformity with the terms of the joint contract. I submitted to Mr. Calvin the question of the ar­bitration of the water controversy at San Bernardino, and he suggests that it be submitted for review by the Joint Facility Committee before further action is taken.
