2. 2nd. As nearly as I can get at the facts two thirds of the Hualapai tribe live nearer Kingman than any other town, comparatively few live at Hackberry or Peach Springs. Furthermore, this tribe is a particularly [not legible] one and a mile or two would make no difference with them. The real reason for their desire to have issues made at Hackberry instead of at Kingman his [not legible] the fact that at the former place they were unrestricted in their acts. They were allowed to shoot the cattle in a horrible manner (a thing I never allowed) crippling and maiming them before killing, and in this they were assisted by the whites. They were allowed to carry arms, a thing they never permitted to do at Kingman.
